Well, first off you need ICQ and ICQ Plus.
Once you have those, you can use this skin.
This is simply the blue default skin
that comes with ICQ Plus
 with Jewel backgrounds
 and a Jewel menu bar.

Installation Instructions: Copy zip to the
 ICQPlus/Skins directory.
